It is a known bug in icloud mail that has existed for years and Apple refuses to fix it. If you are using Outlook with the iCloud plugin, and you send a calendar invitation, instead of using Outlook to send the invitation, it uses iCloud. If the recipient has an iOS or Apple device and they do not use iCloud calendar, (and the use their personal email to as their Apple ID) they will never get the invitation. ICloud intercepts the invitation and does not send the email. It only displays the invitation in-app or in icloud.com.
